Like i said, low end brakes, all 3 were just cable, but either way i wouldn't want hydraulics on a road bike (are they even using those on road bikes??)
any way, no matter how fancy the brakes are, i still don't get it and never plan to even use them on a road bike anyway

Nowt wrong with cable brakes. With the right pads they will both have great bite and modulate well.

From 2013 model year, probably. Unless you mean hydraulic rim brakes, in which case you can get them now on your Cervelo P5 or go back in time to the mid 90s:

The aerodynamic properties of a brake disc are really terrible at anything other than zero yaw.
The brake tracks of modern wheel rims are shaped purely for aerodynamic reasons, and any canting/curvature is taken up by the soft and adjustable brake pads, e.g.
So, I'm still saying no.
