The wheels on the aero Look are 32 spoke, not 36. Not that it matters that much. Assuming they're training wheels - no problem.

You would have thought the need for a 20mm stem, raised 80mm above the headset, would have hinted at the bike not fitting.

Get your tape measure out, that stem looks more like 70mm, given that it starts 50mm in front of the steering axis due to the Look hinge fork. Still wrong, just not as wrong as you think.

No, sure. It looks (no pun intended) a size small for the rider, although the reach would suggest he/she either has a pretty poor road bike position or needs a shorter top tube.

Tis misleading, that headtube. Only serves to make the fitt look all the worse.

Pure guesswork. But that looks like tri frame, built-up for road cruising. So it may be more a case of inappropriate geometry than inappropriate size.
