Putting training wheels on your race bike isn't anti, it's practical. ErgoStem which looks like it's been scared by a mongoose is, however, anti.

It might Look a bit daft but it makes sense.
Maybe it's a superseded race frame, now used for training. 36 spokes in each wheel if you'd rather be riding than truing?
