That frame is frome a cheap decatholon town bike. So I think its a pretty fun cruiser bike all in all. I wouldnt have it fixed though.

it is bad, seat angles a lil off, as well as that i bet the owner just paid a lot of attention to colour coordinating the rim decals, chain and forks. Yellow is a cool color yeah? Looks like he's stripped the parts of his road bike and bolted them onto a £90 frame with a cheap back wheel.

You could ask the same question to Alex Moulton.
20" wheel bicycles does handle quite nice, the last one I used were an old shopper that i made lighter with just a single coaster brake, it was fun and nippy to ride, with a proper frame, I've no doubt it'll be even better (since the shopper flex and weight a tons to compensate for the lack of triangle).

AFAIK, the Japanese Mini-Velo is a response to limited storage space in small Japanese homes. On the other hand, it might just be a needless perversion, since the Japanese are good at those too.
