Not sure what's 'crappy' about the Deda Zero stem.
I said crappy set up, not the components were crappy. The bars are old bars and not made to take modern shifters, hence why the hoods point up. The frame looks too small for the rider, so a higher rise stem would better suit the seatpost extension I think.

Are you sure it's an old bar? there's quite a lots of modern bar that has a classic shaped, least I know that the one in picture have a 31.8 clamp.
I think it's a Deda Campione, not sure though, nothing wrong with the set-up really, seemed to work for the owner.
