My parents have moved to Wales, and I'm planning on leaving a mountain bike there for morning rides when I'm staying over.
Can I ride on any bridleways? I don't want to lug my bike to a trail centre, and the Offa's Dyke trail goes stright past their house.... -

You can ride almost anywhere in Wales, but using OS Maps and following bridleways is a hit and miss affair. Some just don't exist on the ground.

Are fire roads in forests OK? There seem to be plenty of those around. I guess I just need to get my bike up there and start exploring.

If your local forest isn't already a trail centre, you might get some support from Natural Resources Wales (I think they play the Forestry Commission role in Wales) to maintain designated routes to avoid having umpteen scruffy homebrew runs snaking around the place.
Having semiofficial marked trails helps maintenance staff avoid tree-on-public incidents.
The hills on the North side of Cwmcarn had local-secret trails before the official ones were built.

I've ridden heaps of forest roads in mid-wales, Hafren forest etc, all were fine. There's a few with signs saying no riding, but have still ridden them, and have been fine. Often in mid-wales, the bridleways on the maps are impassible or non-existent, so using more established tracks seems to be OK. If you see forest-harvesters working, just make sure they see you or get out of the way/go around.

how is the interchangability of disc and rim brake rims ? could i used a mavic x517 as a disc brake rim even though it is designed as a rim brake rim ?

i guess most of the strain is taken by the hub and the disc
i wasn't sure if the design was slightly different to deal with different torques and pull from the spokes and the force exerted by the different braking methods -
