If he wants to reduce head injuries, let him make helmets compulsory.
All the time.
Whatever we are doing.
But let only cyclists take them off.
Then people will get lots of healthy exercise by cycling and the real causes of head injury will be sorted. -

Ban all forms of transport. I think they should make it illegal to die in any circumstances, that way the K of ksi would be reduced as people will find ways not to die.

Apparently some clarkson pleasing news is embargoed until midnight re: rules around portrayal of cyclists in adverts.
My guess is they must wear helmets now. Not sure I can stay awake 9 more minutes to find out.

It's so strange the British media and general public's attitude to cycling. We struggle so much with anything that in any way disturbs drivers, even at the expense of public health. 1/3 of people here are pressed into helmet wearing, while in The Netherlands for example, almost no one does.
All this is so divorced from both common sense and basic risk assessment.
If so many people are crashing and damaging their skulls (which is not the case), why aren't these so called do-gooders asking why people crash (poor driving) and what we can do to stop them crashing (do something about the people who cause the damage)
