If you mean just the frame then that is on the 'made of lead piping' side.
A reasonable weight for a nothing special steel frame (i.e. Steamroller) is around 2kg (forks around 850g) so total weight is still well under 3.2kg.
Decent steel would be around 1.8kg for the frame.Weightweenie, me, never.

a typical normal frame with decent tubing would be between 1.6-1.8kg, but frankly it doesn't really matter as long it ride fine.

Do you mean Tange the manufacturer?
Because they make some really nice tubing. The bottom of the range is also called tange though (very helpful), and is probably a heavier tubeset.

The Pergotti Respondium is made from Stainless steel (columbus XCr), and is one of the lightest steel frames around (maybe). 1.7Kg for a 54cm frame. So a 1.8Kg frame is no slouch.

about 7Lb...Frame and fork? not the end of the world if it's a steel fork including headset.
frame only, then yes it's slightly heavy.
really rubbish steel frames come in around 9Lb f&f
decent ones around 5Lb f&f -

making something light and stiff is where the modern steels come into play. no point making something light out of skinny steel tubes if it handles like a wet fart.
EOM16, spirit, 853, 953 XCr mean you can build an oversize tubed frame that rides well but is still light. columbus are now doing spirit for lugs which is bigger O/D than old school steel tubes.
it was developed by richard sachs and dario pegoretti and called 'pegorichie' before it was made available to lesser framebuilders :-) -
