Using this method (not the video, but the text & diagram) with 4 measurements per rim I got 587 for the first rim and 586 for the second.
Could this variation be put down to low tolerances on budget rims?

More likely to be a repeatability problem with your measuring than an actual 1mm difference in true diameter, but it's close enough.

If they are 23mm deep, though, I'd expect an ERD of about 595±1mm, i.e. per Mentats table

Yes, obv my measuring not quite spot on. I'm more concerned that I'm 7-8mm different from the only published ERD....
This equates to 3mm difference in spoke choice for the build I've got planned using some old Mavic Hubs.

Kinlin XR-270, for example, have an ERD of 587mm and they are 27mm deep. I think you need to measure again, also measure the rim depth and see if it matches the picture above.

Rim depth matches, spot on 23.2
8 separate measurements across 2 rims gave me the above. I'll try again in daylight hours.

Tonight I also discovered that the data for my previous wheel builds was on my old works laptop. Forgot to email a copy back over to myself before I left. Fail.

Problem solved, I was using 16mm Nipples. Not 12. Close enough to 594 to use that now. Sorry to make you question your measurements Mentats.

Yes, Alpine III are a no-brainer for this. King hubs are made to take 13g spokes, and filling up the holes nice and tight is always a good thing.
