It is a pain but it can be done. I managed it for my Goldtecs but not sure about your axles.
These are back in stock if they are of use. Will be ordering a set to replace my drillium efforts.

No. It looks like they are for M5 sized bolts. Drilling them out for that axle will probably not work.
I have those hubs on my Merican. They are nice though.

I'm not sure how much material will be left on the mount. I have no direct experience with them I'm afraid.
I can say that unless you have a proper drill press you will find it a complete pain to enlarge the holes. My attempts to do that with the PDW mounting eyelets is not one I'd like to ever repeat.

Time you spend doing that, can easily be finished with a p-clips.

Since I seem to be the only one paying attention to your front wheel woes - what fork do you have? Will the shape accept p-clips? My carbon fork does not so I am only left with the axle options. It would work on my rear stays though.

Am I right to think that the PDW are useless if you want to run either 25 or 28mm tyres? Those are too big to fit under the 30mm PDW yet the larger size PDW are way too big. Correct?

You might get a 25 under there if you're very careful in fitting, but you won't get a 28.
