The rear mech is 1st generation Campagnolo C-Record circa 84/85. The 2nd generation had the Campagnolo logotype, and the cage plate is cut where the top jockey wheel is.

Actually the stem, much to everyone disappointment, is designed to drop like that (note the clamp area).
But why have a drop stem and loads of spacers, when could have used a 90 degree stem and no spacers to get same bar height. That many spacers don't look that great IMO. (Still much nicer than my bike though!)
I can see they have gone for a quill sort of look while maintaining advantages of ahead (lack of flexing all over the place)

Personally I think your looking at it the wrong way around. The stem might not have been the deciding factor.
