Perhaps those spacers end up on above the stem on fast days. Having them underneath saves flipping the stem.
It looks like a bike for a variety of riding.
Is that rear wheel actually round ?

for the sake of convenience without much, if any weight savings try Araya Ctl 370's
from what i remember they were plenty stiff/light but most admirably Strongg

Yeah, I'm not complaining about the presence of a spacer though that bugs me, particularly on a custom frame. It's more the fact that the coloured spacers draws attention to parts of the bike that are the least attractive and a mechanical bodge. Also makes the bars look like they're disconnected to the rest of the bike.
