Not perse. They have done some proper team bikes too, like Raleigh they made entry level bikes to pro machines. They experimented with Aero tubing in the late 80s also (until it turned out rider position is much more important a tricks with a few tubes)
The cranks on the one posted do indicate it may not be a high spec machine...
