I'm not engineer but:
Cyclist weight on a bike: 60% on the rear, rest on the front.
IMHO, according to your mechanical rules, it's more important to have 2 bolts on your seatpost collar than on the stem.
Weight distribution isn't that relevant. The question is how the rider imposed loadings translate into stresses on the components. The steerer clamp is only about 40mm long, and exposed to large twisting loads. The seatpost clamp has smaller twisting loads and the fulcrum point is typically 75-100mm away from the clamp bolt, where the bottom of the post sits inside the seat tube.

Does it matter? The Feather is only ever going to be posed on, you don't think those mudguards will ever get grubby do you? Let alone an aesthetically unpleasing sprint with consequent loss of poise.......
It definitely gets ridden in the wet; it definitely doesn't get raced on.
The aesthetic sucks almost as hard as the engineering, why would you want to keep it?
I can see an aesthetic appeal of not having the bolt(s) protruding from the rear of the stem. Not least because it makes it look more like a classic quill stem, which many people prefer on a steel frame.

So as long as the bolt is perpendicular to the axis of rotation of the bars/stem it doesn't matter whether it's on the front or back or whether it's high or low?

I really dont get the point with the feather stem as it is not symmetrical. Ruins it even without the obvious technical problems.
