Only problem is, small wheels don't roll very well.

Think it's worth spending 60 quid at least on one, to strip it down, or at least rebuild the rear wheel, which will cost 40 odd quid to have one? Or will that be a waste of 100 quid for 5 mins of fun?

Why not build a fixed/SS shopper for the Mrs and then sneak it out for some car park racing.

I almost had myself a shopper for free last night. A friend had one outside her flat not getting much use and after a few wines she almost gave it to me. Hmmm a little more work on her and I'll be away!
not really, carpark thing would be a small tight track all about fast corners and sketchy overtaking with repeated laps.More similar to BMX or cycle speedway.
Road cycling is more about endurance and physical prowess.
