Cannondale have a combined top cap and bung which reinforces the entire upper steerer area, particularly where the stem clamps on.
Historically it was very heavy, but they've just redesigned it and dropped the majority of the weight.

Looks like nothing; no bearing cover, not even a thin one. Not the first pro bike to have been seen like this, since the frame manufacturers have moved to long head tubes for the Fred/Sportive market and can't do proper race frames for proper racers because the UCI sticker costs $12k

Even if the steerer is strong enough, the stem will try to walk up it if the steerer clamp is hanging on to thin air at the top

That's why you cut the steerer 1mm below the top of the stem. And not 10mm

Maybe the 'Sportive' types should be given Argon18 style extendable headtubes.

No it's what Tester said .. The stem is fitted straight onto the bearings.
Quite a few pro bikes are setup like that. Even noticed some pro 29xc bikes are run like that to get the position

Who calls it that? It's a collet, Cane Creek call it a compression ring. In the patent document it's called a positioning ring

The rod like piece being the steerer, and the machine being the rest of the bike.

Even if Cannondale says it's fine not to leave a bit of space above the stem, I'd still err on the side of caution.
