No, the whole point of the long stem is to get his body as close as possible to the Derny. If he isn't going to be paced, the modifications confer no advantage; he could just ride something with a longer top tube if he needs the reach.
Of course, the correct approach would be to get a Stayer bike, because they are designed to handle well at high speed while getting the rider as close to the roller of the pacing moto as possible, but clearly we're not dealing with a logical fellow here.

What are the UCI regs for stayer bikes? Or at least those bicycles used for record purposes.
Otherwise props to the guy, amazing achievement which should be met with a little more respect than currently shown on here. I cannot hate on his bike, it must have functioned well.

no mention of regulations for bikes in the motor paced paragraph of the race regulations except "The bicycle and the moped (derny) shall be submitted to the Equipment Unit for approval at least 15 days before the date of the attempt.". might be the reason why the bike looks like it does.
