This is a true fact of physics, higher atomic number and higher atomic mass. If it were otherwise, Germanium could not be a product of Plutonium fission*.
*Yes, I know Ge isotopes make up a vanishing small proportion of Pu fission fragments, but I have to work with what I'm given.

This was a true fact of bicycle manufacture for at least the first 100 years, at least in part. There are still some trial results which are taken as acceptable in modern bicycle design without any rigorous grounding in mathematics.
