I dunno how they work, but a strain gauge is tiny so I'm guessing its the data transmission/power that takes up the space.
They look like scientific instrumentation. If that floats your boat.

The bottle cage on the DT leaves space for a hand so you can shoulder the bike and still carry water. This and the compact chainset, dust and minimal clearances are because it's a 'gravel racer' for Californian conditions.

Plus, the clearances are meant for 700c CX tyres, and this has 29'er tyres, so clearances are probably pretty good for CX.
But I prefer the 29'er look!

It's a new custom bike. I reckon they specced it for the 29er tyres it's wearing.

Why not? Gearing too wide?
The gears it provides access to aren't that useful in a CX race - generally you can run faster than pedal 38/32. Also - and this just what I've read - they are more vulnerable than short cage mechs to damage when you crash.
