You missed the legal definition of "assisted bicycle", which allows people without motor cycle licences to ride motorised cycles subject to certain restrictions on performance. There is a difference, it's just that as seasoned cyclists we tend to dismiss the assisted bicycle out of hand as being the worst of both worlds - heavy, expensive, and slow.

I always called them mobilets (sp?).
But I think the proper English name is a pedal assisted motorcycle.

I considered going down that route, but Stayer pacing is done by proper motorbikes with adaptations, not mopeds.

Those look like Cinelli Giro d'italia bends (64) Really nice bars, also easier to mount ergos on than Cinelli crits.
