I imagine it's bit of both. They are track frames but have drilled forks for use on the road as training.
Having a front brake for riding fixed on the road isn't such a new fad, like a path bike. Awaits tester to confirm/destroy. -

Indeed, people were poor back in the day and even quite keen racers only had 2 bikes, one heavy beater (fixed, two brakes, mudguards) for commuting and club runs and one nice bike which did double duty as both road (time trial) & path (track) bike.

As late as 1984, I used sprint carriers to take my best wheels to time trials, and I've seen at least one person doing the same this year.

Most of the local guy's were doing it before I was born let alone school.
I used to carry my race tyres to CX events, never really had punctures so didn't feel the need for spare wheels. A spare bike and someone to clean it would have been handy though

I used to hate risers on track bikes of conversions, but somehow I really don't mind them anymore. Linear fade paintjobs can be truly amazing, it might have been even better if the paint on the top tube was reversed, i.e. white on top and blue on the inside of the triangle.
