That Cinelli is awful. No matter what people try and do to that frame/bike it still always looks shite. Best thing to do is just keep it simple and use on the track, don't try and tart it up. OR just respray the frame then tart it up

needs a beefy rear hub, like a phil or profile, or them polish doo-dahs. the rear end looks weedy.

the wheels, tyres, stem, bars, saddle and grips all look out of place on a track bike.

It's good to keep whistles clean because you put them in your mouth, bikes on the other hand only go in your mouth when you crash, so arguably there is a reason to keep your bike clean? erm WTF was that I just said?
