That why I said 'frame rate', I don't know the correct term but it has the same effect in your eyes as it does with a camera.

As others have mentioned, ever watched a car wheel while it's spinning? Or even a mtb tyre as you prin it in front of you? You will get the same effect as seen on a camera but at a different speed.
Only if the illumination has a strobe effect, e.g. any kind of AC discharge lamp, such as fluorescent or sodium street lighting.

Think the effect happens somewhere around 30mph.

For a good example of how our eyes percieve movement, just look at a Technics 1200/1210 platter. When the pitch is adjusted, the markings on the side of the platter appear to move forwards or backwards according to the adjustment made.

For a good example of how our eyes percieve movement, just look at a Technics 1200/1210 platter. When the pitch is adjusted, the markings on the side of the platter appear to move forwards or backwards according to the adjustment made.
It has a strobe light on it to generate the effect. Under continuous light, the effect occurs unreliably, and not in all people, and not dependent on speed, i.e. the motion can, to some people, appear to reverse arbitrarily even when there is no speed change.
