ahem, that is an octagon, giving it twice the rolling ability of a square.
square = four sides
octagon = eight sideseight sides give a smoother ride.

That derailleur setup makes me think of a h.hirose bike I saw a while ago, I'll see if I can find it again.

incidentally the amount of stem showing is perfectly normal (saddle to bar) for a long distance ride/racing set-up from the old day.
Another example is the red bike nuknow has shown.

Perkins BMX is fucking gorgeous. I love superlight looking retro race setups with skinnys & squar taper cranks like that.
