Looks like it. If you do that you can either leave it or before you spray put a red/yellow funky colour primer underneath then you slice the black and get a really cool streaky look...

Why rattle-canned?
As far as I understood by the guy's Flickr, that's a custom order Panasonic, painted in Dark green with no decals, well, the Panasonic ones at least. The Paintjob just looks dull because the light is shit.... at least that's what I see.

Interesting.. I like the placing of the downtube shifters. Slightly more aero :P The detailing on the cranks is quite swish too.

Not sure about the 3/4ths taping though (i'd rest my hands on the untaped bit occasionally).
