Not if you're converting something exotic. Surly Fixxer is cheaper, assuming you don't need the huge range of chainline adjustment.

They don't look anything like the Tempos I have (which are closer to a Deda Akros shape), but they're not LA84 either, which don't drop away from the centre at all. The Flickr note actually says "Cinelli branded 3TTT bullhorns". If you look at the ultra large close up of the bars http://www.flickr.com/photos/dubteka/2303116904/sizes/o/in/set-72157600174931232/ you'll see large Cinelli logos on both sides of the sleeve, but not model number or full Cinelli name, quite unlike any true Cinelli bar I've seen. Shape could be a cut down 3TTT Moscow...

I'm posting this cos it really struck a chord with me and because it looks like so much bloody fun:
I think riding a bike like this would make me smile a lot.
The Cinelli bars are really nice, they look like LA 84's... the only other Cinelli bullhorns I've seen are Tempos.
