We've been through this a million times - the saddle to bar drop is fine for a racing bike, assuming you were planning to be in the drops the whole time as you would be for a pursuit or short distance time trial.

These guys make some pretty good track frames and its only a very small sideline they do (along with others). Imagine if they concentrated on it fulltime.
14 olympic gold medals won using their frames... not bad.
Although you can't buy them.
That said the BT stuff looks nice.

You can. Otherwise they wouldn't be able to use them in competition. Can't remember the exact rule, but it is along the lines of the kit must be available to anyone.
So if you can afford it, you can have one.

Here is my project - it was done on a budget and hasn't turned out exactly how I wanted it to.
Going to start a new project with bit more money - ideally would like a track frame with a sloping angled top tube (angled down) with less clearance on the wheels and ideally a smaller front wheel than on the back, as a newbie can you offer any suggestions ?

You can. Otherwise they wouldn't be able to use them in competition. Can't remember the exact rule, but it is along the lines of the kit must be available to anyone.
That rule has the status of a "Request For Comment" at the moment, the UCI have mooted it but in terms of frames being "marketable" rather than actually being on sale to the public before being permitted in competition. Advanced Composites are a contract manufacturer for British Cycling, and BC owns the design rights on those bikes and will not be selling them unless they are forced to by a rule change. Team GB athletes aren't even allowed to take them home.

Team GB bikes by Advanced Composites were the ones you can't buy. To be fair to Hippy (who started the argument), the BT is one of the top half dozen track frames on public sale, just behind the Koga Kimera, Look 496, Cervelo P3, Walser and Felt TK1 :-)
