I cannot see it working well on either long term - too much tangential loading on the springs under braking. The poor back springs are going to suffer the same fate under acceleration. Also lateral compliance must be shit - when you lean the bike over the outer rim is going to be fighting you.
I think this was intended for perhaps a nun's bike - to be ridden sedately and decorously through the streets at marginally more than walking speed.
