Hahahaha. There actually kevlar strands. I had one once. Great for the vintage TT build. Did also have one converted to use on a track bike. Not to be used as an everyday wheel.

Anyone know if they were made in the same factory as the Tioga MTB discs in the early/mid 90's?

Same as most other Marktplaats classifieds:
open end auction.
You can offer EUR 0.01, but the chance is pretty small that the seller is going to let it go for that amount.
Basically, you can place your bid, as low and as high as you want.
Others can place higher bids, if they like.
The seller end the auction if someone is ready to pay what the seller thinks what is reasonable / the max he can get.
E.g., you could start with EUR 50.-, hope that nobody will offer more and that it satisfies the seller.
Otherwise, you have to increase your bids step by step to outbid other buyers.You can also do it the clever / cheeky way and just make an offer to the seller by a PM.
The problem may be that the seller indicated, that the buyer has to pick it up.
You can still ask though.
Maybe you offer enough to please him and make him post the frame. -
