Look at the sticker near the seat post. It is a Cooper Monza.

Do hope the frame suffered a catastrophic failure before it began its life as a chair or that'd be a terrible waste.
No longer suitable for racing on, having had it's racing career sadly cut short by an accident, but happily now eminently suitable for drinking on
Thankfully!

26mm v 25.8mm: what's the difference? Does that really matter? I'm not sure to be honest but doubt it.

Not a great fan of Raleighs to be fair, but this is in great condition for a 20 - 30 year old bike

link please.I was saying that forcing a 26mm bar into a 25.6 clamp was a bad idea, and at the risk of starting a "helmets?yesnostyle" fracas, forcing bits to fit puts unnecessary stress on the parts and will/may cause them to fail. IMHO it is a very bad idea to ignore manufacturers tolerances when your life is at stake and the track tastes nasty ;-)

My flat mate has one, in red. It's a nice enough frame but the paint is a little dodgy in places (around dropouts for instance). He also had issues getting his back wheel onto it. I thought the mech hanger was bent but it wasn't (LBS checked it); it just needed some persuasion which led to less paint around the dropouts. He built it up with Campag Veloce and it does look rather swish :)
Worth that price, but I wouldn't pay more I don't think.

Probably about right for a European-made frame from Thron tubing. You'd be paying something like half of that for the equivalent second-hand which seems about right.

pretty sure that's worth it too

Yeah, but you have to be a midget to get the 299pounds price. For normal people (read: sarcasm. I'm 6'4'') the frame size is 499pounds. The same price they sell them all year round.
