Ask him/her if they'll declare it as being $10 or something. May void insurance. Otherwise, you can go down the potentailly tricky route of having them declare that it already belonged to you in the first place.

I don't have the bike yet, its for a build i'm planning but now i look at them i think the steer would be too short. i could buy them and try and resell them on uk ebay for profit i suppose, but i'd rather someone here got them

250mm steerer isn't that short. My bike has a lot of headtube and I need about 270, including the current threaded headset.

how big is the head tube on your winner sumo? if the forks wont fit that, there's no way they'd fit any bike i'd ride

@Tenderloin, unfortunately duty is applied to second hand goods. Your best bet is what others have suggested, either get him to mark down the price of the forks on the customs ticket (you don't pay duty on anything costing less than £30) or say it's a trade sample.
