I've heard of a number of cases where having the item declared as a gift with a nominal value of, say US $10, has not led to a surcharge.

Declaring as a gift for the purpose of avoiding duty and tax is needless to say an offence and one the HMRC are well aware of. Reputable sellers won't do it, but the choice is of course yours. I mean its the government, right? Like benefit fraud, its OK to rip the government off because its our money anyway.
