I'm new to fixed.. is a paddy wagon a decent frame to start with as i intend to strip down and rebuild???
it's a good bike for the money, go for it, but I highly recommended you to ride it as much as you can before resorting to spending money on rebuilding it.

I just bought the vin raleigh then logged into here and saw the message about not buying it due to it needing 26" wheels and now im thinking i should not have bought it,
will 700cc tyres be no good on this bike?
and then to rub salt in, saw the other bike in MCR for £100 -

700c wheels will fit depending on the clearance, thinking about it now I'm sure that frame would have decent clearance (for old big tyres and mudguards) and it will probably work.

it's not uncommon for seller to listed the wheel as 26" on the ebay description page due to lack of knowledge.

probably it is the old 26" (as found on English 3 speeds) which is reasonably close in size to a 700c wheel and bigger than a modern 26" wheel.

Only if you use the same width of tyre. Generally vintage 26" tyres are 1 and a 1/4 where as with 700 tyres people often use tyres narrower than that so clearances will be reasonably big especially with the mudguards on this frame.

why would you need a front brake? the bar very low, you might as well use your forehead pressing against the tyre to slow down.

You don't need a brake as you would be riding so slow posing so don't need one.

yellow is like the slowest colouri thinkin of buying it as my first fixie bike? what you reacon i ave to pay to ave it painted red? I also don't like dem wheels, i want dem sprayed in red colour az well.
