The dropouts aren't very long so you may have issues getting the chain tension right. It is easily doable with a number of techniques and products available to choose from but maybe not ideal for a first time build, especially if you aren't too familiar with bike components and building bikes,

That tandem looks pretty special - don't know about the lack of a hub brake though, stopping might be a bit sluggish, especially if you're panniered up and flying down an Alp...

'kin 'ell - just looked at their price on the Mercian site - £1850 + VAT for a frame only - on that basis if someone gets it for £500 that would be a bit of a steal.
But yes, perfectly decent tandems can be got for a lot less than that -
