Not really. Normal length stem and the amount of seat post showing is fine. It's not like the seat is slammed forward either.

Saddle is definitely past the limit marks, it is too far forward.

Stem looks like it's 90mm, with compact bars, hoods too high & virtually no drop.

So yeah... too big really. Each to their own

It got a very slack seat tube, and a saddle with a big setback, so I'm not surprised it's set forward, look normal.
