Unlikely that they would take the stage win or the pink, and they don't have a real GC contender, so maybe they were preserving legs to target a few more sprint wins?

Garmin's TTT coach was just interviewed on Eurosport and he wouldn't been drawn on whether they'd planned for Rasmussen to be dropped or not.
I saw that interview and his answer sounded, to me at least, that it wasn't tactical he was just dropped.

Surely you never plan for one of your riders to be dropped. It slows the team down and tires your rider out playing catch-up. Chris Horner said it was one of the reasons he picked up on big Fab being a true champion.
He could tell Chris was lagging on a TTT so he tools 2 turns on the front - 1 for him and 1 for Chris. He didn't ask him to do so - He just knew to do it.

Eurosport has the highlights on 3 or 4 times normall 7ish 10/11 ish ad then 3pm the following day if you've sky.

Not true at all.
You can afford to lose a few riders (4) so some teams will have them do harder work earlier until they pop, saving the rest.
