I'm pretty sure this is a myth. You need to be domiciled somewhere. The tax situation in that place may be favourable. But tbh if you are never actually in one place long enough to be eligible for tax, why the fuck should you have to give money to any governments? You probably use next to resources, and pump a ton of money into their countries.

There's so many ways to avoid paying tax, all you need to do is read wikipedia. I'm quite tempted with perpetual traveler, since I'm always out of the country, so why should I pay tax here ?
