    The Council wouldn't do traffic enforcement. You'd have to identify a specific offence if you wanted the police to do something, e.g. crossing a solid white line if there was one. You could submit this via the roadsafelondon mechanism.

    You could contact your local LCC group to ask about any campaigning history at that location. It's likely that it's been flagged up as a problem before and together with them you could start a campaign for design changes. PM me if you need any more advice.

    When a lot of my teeth were fractured I ended up cleaning my teeth with warm water as it reduced the pain.

    Anyway- we use cold water because traditionally hot water is non-potable, coming from an open tank in the loft that might have, for example, a dead rat in it.

    be cautious though because some rims have a varnish/clear coat/protective layer on them that will rub off with the acetone. One of my team mates tried to use acetone to rub some glue off the sidewall of his rim and rubbed this off which left him with a shiny spot on an otherwise matte rim. the opposite could happen as well.
