Go look in your yellow pages/applegate directory. Find powder coaters and call them all up.
Around 4 years ago in Brum you could easily get a frame blasted and coated for £10. Its gone up to about £20 now I think, but you can still find something for £15 if you look hard enough.
If this is too much, a carb body sprayer with spare time on their hands may do it for less (unlikely unless is your friend). And you can rattle can it too. For about £10. But it wont be very durable.

Ergo, I'm on my own with my no-name Chinese rims+Swiss Stop yellow's due to lack of reviewage*.

Is it wishful thinking to imagine that if I collect video evidence of the ridiculous number of people who overtake on a particular blind curve through an overpass that the council will actually do something like, I don't know, install a ticketing device for when people do it?

I have 48 x 19 on my current "sweet whip", if I go to 44 x 19 what is the difference in chain length required? My wheel is "slammed" "tight" with minimal clearances. Will I have to buy a new chain?

Depends on how long your dropouts are I think.
I didn't have enough room to go from 50/18 (riding to the track) to 50/14 (on the track) so had to get another chain.
Not sure that my experience is that relevant as the diameter of the sprocket would change more markedly than the chainwheel though, I think?

1/8th chain will be fine on 3/32 chainring- that's what I'm running on one bike at the moment due to the sprocket being 1/8th.

You can also get Westrick or Raleigh Pattern rims which have both brake surfaces.

I think a 4 tooth difference would be fine in most dropouts. I'm switching between two setups with a 3t difference and there's still room left. I think there was an article on 63xc which estimated the change in axle position (probably the one about magic gears).
I've a chain breaker you could borrow if you want, but you'd have to collect from SE18.

I have both a 1/8th inch specific, and a (crap) 3/32 specific chainbreaker, in SE23.

No link removal necessary for 4t if you're currently at the shortest possibly chainstay length, unless you have weirdly truncated track ends, or are insistent on keeping the current wheelbase intact, in which case, remove one complete link, swap sprocket, exactly the same place.

The extra £1000 for Xentis rims goes mostly on getting the brakes to work. Good luck.
