I've seen 2nd hand water rowers go for less than 400 quid, good value. If money is no object I'd go for a concept 2, the water rower is a good alternative.

Are you aiming for general fitness, rowing specific fitness, or good rowing technique?
Concept2 seem to be the standard for fitness training, but the ones where both the seat and the foot-plate & fan slide independently along the rail are slightly better for technique (though frustratingly hard to get the hang of).
If you are at all interested in technique get a large mirror and place it so you have a reasonably side-on view of yourself sliding back and forth, and google for info on what makes a good stroke. Also don't set the resistance too high. Somewhere between 4 and 5 on a Concept 2 was always reckoned to be roughly equivalent to rowing in an eight, a little higher for smaller boats.
