Is there an accepted way of measuring the results of things like this?

I would imagine that the closest we could come would be either an opinion poll that encompasses a very wide range of social and economic backgrounds, or legislation enacted as a direct result/similar.

Just wondering if there is a way of working out the ramifications now, rather than 10 years down the line when we can look back and say "well, obviously the student riot of '10 then led to X".
