The ORR wanted to hear the findings.

Put it this way, I had to have a conversation with my contact in DfT along the lines "you know I can't sugar-coat this for the ORR. It's going to be a grim meeting when I present the findings - have some answers ready".

The Feds have completed their 20 month investigation into the Uvalde school shooting, where hundreds of armed officers failed to act for over an hour.

The report cites judgement and policy failures across the chain of command. The most illuminating issue they uncovered was the decision by the de facto officer in charge to re-classify the situation as a barricaded gunman, instead of an active shooter.

It won’t lessen the pain of the parents, teachers and community, but it does explain why officers loitered in the halls instead of storming the room where the 18y/o had ≈20 children and teachers, most of whom he shot and injured during the delay. I haven’t read the 600 page report, but I can see how someone, in the heat of the moment and with chaotic information, could decide things had morphed into a hostage situation, given that the shooter did pause shooting and did have people retained in the classroom for some time. Future textbooks will cite this example of why clear policies are critical to establish and train, particularly for dynamic and unclear situations.
