2019 Fugio framesets are reduced atm (thou not sure on the colour or weight). Add a steel fork?
The Velohold IconX seems to fit all requirements and is a modern frame, but can't find much about them... https://www.veloheld.de/veloheld-iconx-frame

Vagabond looks good, such a shame that the croix de fer only has clearance up to 38mm
It can go a lots bigger if you go for 650b, which is far from a deal killer.

@Mickie_Cricket has one

i really don´t want a carbon fork since iam running a front rack
Alternative is the On-one Bootzipper which will need some drilling on the fork to accept a porteur style rack.

as said, i really want to keep my existing 700c wheelset

Genesis Vagabond is pretty good shout for an all steel model with large 700c clearances.

It can go a lot bigger than 38c, but the chainstays taper in a bit in the middle, so you might not manage more than with 700c on the back. I've got 2.25" 29ers on mine at the moment, doubt you'd get much more to fit in 650b

I fit 42mm tyres in my Croix de Fer (2016). They were slicks though.

Bombtrack beyond and salsa fargo are pretty similar to the vagabond, both available with steel forks. Just to throw a couple more options out there

I get WTB Nanos in my 2014 CdF...clearance under the steerer is closer than I’d like but it works

Can be converted to 135.

I ran Nanos on my 2015 CDF for a while, but at the back it took a little paint off the chainstays 😂
It's worth noting that the geo changed on the CDF a couple of years back, and it's all long-for-short-stems now rather than the square, more traditional touring geo of the older ones. I've not ridden the newer ones, but my 2015 one is the third CDF I've had, my favourite frame ever, and the only thing I'd ever want is a bit more clearance.

just found this beauty, ticks nearly all the boxes, at least option for an alu fork instead of a corbon one.
-
• #10893
Alu fork is quite an odd choice of them..

• #10894
i find it a bit odd as well, but should be better for me than a carbon one. really like the geometry of the frame

Thank you for the offer, but i need 58 or even 61cm...

Converted to singlespeed and got new discs, a shorter stem and chinese carbon risers for my arkose.
Had a little rip round my local woods/park yesterday to test it out, can confirm it’s Very fun. Maybe a lower gear is needed though, currently running it at 42x17 (or perhaps I just need to HTFU). oh, and it severely needs cleaning.
