maybe a @Howard question but whats the diff between these 2:

One is short and other is medium cage but both say largest cog capacity of 36t.
Basically I want to use it 1x with a 40t chainring. -

The difference is the cage length which means the medium cage will take up more chain slack than the short. Useful if say you were running two chainrings up front or had rear suspension where the chain length required in a given combination changes as it goes through its travel.
The short will have enough chain capacity do 1X with 11-36 I believe.

Medium capacity is all you need to know, may work with a bigger sprocket if needed (like 11-42)

I just bought this GT.
I want to build up it up into a flat bar geared commuter/lock up bike. What is the cheapest way of doing this? (I know nothing of flat bars and associated groupsets)
8/9/10/11 speed, 2x or 1x, new or secondhand, I really don't care, as long as it's cheap, works, and gives me at least 8 gears.
Madison trade account says Sora flatbar G/S at £250. Are there cheaper options? Can't find much on ebay without dicking around with buying each part individually.

The cheapest approach will probably be buying used stuff from here or ebay. I once got a full Tiagra Set for 45. Probably search for some Tiagra stuff like deraileurs, brakes and Crankset here, and get the thumb shifters for it.
