To be fair, just because something is posted on ebay with paypal as an option, doesn't mean the seller prefers to use it. Paypal on ebay is poison for sellers, but you can't list without offering it.

Please read the BS he gave me saying why he couldn't accept paypal when quite obviously he was able to for the "right price" ! Think that's sneaky and underhand! At the very least it's not being an honest seller!

In the UK at least, I'm pretty sure eBay offers integration with Royal Mail's postage products, so you can print your own labels for eBay sales. I think this would use PayPal balance or add it to the item fees rather than having to pay cash for postage. I've never used it myself, but it might be available over there too.

If you haven't used PayPal much yet (new trader), the UK PayPal pages describe a 21 day delay.

I opened up an account 3 years ago, and on bigger sums I have to wait up to 3 weeks. On an old account I didn't have to.

Thinking about it, I believe I 'upgraded' my account to a 'Business' account at some point. Meant I could receive and withdraw more funds per month.
At the end of the day, as an international seller, you're going to have to expect people to want to pay by Paypal.

I know you have limits to the amount you can send and receive per month when you first get your account, but you can apply to have them removed. After getting those limits lifted I've never had any issues with money being held back.

You've accused him of 'outright lying' but you don't seem to offer any proof. He's selling from Bosnia and Herzegovina, who knows what rules PayPal has about transferring funds to a B&H bank?
And his price is higher on eBay? So what?
TLDR, you couldn't agree on a form of payment. Get over it.

Actually it is in the LFGSS classified rules that a seller cannot demand direct transfer and must offer paypal.
So check yourself before you wreck yourself/wind your neck in.

A bank transfer is basically a PayPal gift and gives you zero protection. If somebody comes up with a convoluted story about why they can't accept PayPal I'd assume there trying to scam me and I'd move on.

Thanks for your help, everyone. The only rule on payment/PayPal that I could see is:
PayPal transactions must include buyer protection (sellers are not allowed to demand that >money be sent as a "Gift" as this deprives the buyer of any form of protection on their payment).
I'm guessing that there's no rule against bank transfers because everyone understands the inherrent risk. The PayPal gift rule was probably put into place because people were being duped into making gift payments thinking that they might have recourse through PayPal if problems arose.
Again, if there's a specific rule about bank transfers, please quote it. Your conjecture isn't useful.

I don't think it has been specifically stated that you can't use bank transfer, although it would be the same as using PayPal gift, as you are basically just giving someone money and they can keep it without having to send you the goods. Their bank isn't going to intervene if you make a claim on not receiving an item.

We're all in agreement that bank transfers and paypal gift payments can have the same outcome if the seller flounces. The difference is that one is specifically prohibited and the other isn't.
The rules are pretty plain. If @Velocio wanted to ban bank transfers, I'm pretty certain he would've made an explicit rule against them.

I guess the point is it can't be policed even if it was. As long as the seller also has the option of PayPal buyer protection, then it is up to the buyer whether they want to run the risk of not using it. The thing is, as it's been stated on here before, is that even if the seller is trustworthy, something could happen to them and you would have no way of getting your money back.

There is no rule against bank transfers.
However this is really only because:
- It should be obvious that transferring to another bank offers absolutely zero protection
- For more expensive items like a £1k+ bike, this may prove to be the only payment method that works between people
But I'd still strongly recommend no-one use this method of paying, and if you do then you should determine some protocol for it... i.e. seller bears the risk by giving the goods before receiving payment. Something like that which mitigates the extreme risk to the buyer.
If a buyer is asking for bank transfer in advance, you don't know the person in-person... walk away. It's likely dodge as hell, and the risk is huge. You are literally gifting money in a non-returnable, non-disputable way.
If bank transfers are used, the buyer should get the goods first, the seller should bear the risk.

Might I add that the price we had agreed was for 80% of the groupset - and much less than he is offering on Ebay!!!
