A lovely picture series here:
It shows you hos prosperous these town centres once were. This was before underground radial railway lines were built into the centre of London, which subsequently destroyed these local economies. (Other aspects of increasing mobility played into it, too, of course, e.g. the rise in private motorised transportation, but that came later.)

I doubt that they'll be able to make this one stick, but it will be interesting to see if it ever gets to court. I can't for the life of me imagine that a half-built (or, perhaps, by then, fully-built) tower will be taken down again. I personally would be in favour of that, but the battle for this one was lost under the two previous administrations.
