My Duell Professional has something in the seat tube which prevents a seat post being inserted past a certain depth. I only noticed this after breaking the campag aero seatpost and replacing with a longer one. Is this meant to be there? Can it be safely reamed out? The tubing is SLX.

It may be easier just to chop your seat-post. As long as you can get more than the recommended length inserted.

How far into the frame is it? It can be fixed by a suitable patient person armed with the right tools. But chopping the seatpost is a lot easier.

Is is possible to add disc mounts to a steel frame and fork? or would everything blow up?

Highly inadvisable, the fork need to be extensively modified to cope with the force that's coming from the stay rather than the crown.
Your best bet really is to get a new disc fork, and modified the rear for disc.

The fork would be easier to replace outright, but the frame should be ok, as long as a reinforcing strut is fitted between the stays.
Or there's the neater ( imo ) option of placing the mount on the chainstay.
Best to let an experienced frame builder take a look at your frame and advise you.

The downside with the latter is that the brake housing need to be rerouted from the top tube to the down tube, creating additional cost to the extra brazing.
