Further to @nutsjesmoar assurance of not a Cinelli frame;
The Spoiler BB Shells tended to be used on better-than-average frames as the shell came at a price point where builders wouldn't shell out for one of these just to put it on a gas pipe low end frame.
Should be reasonable at least! -

That's very cool! But with the insert rather than a topper, if you need to raise the saddle rail height (Different saddle, or change of position for revised fit etc.) there will be exposed seat post. I guess that could be somewhat negated by painting the seat post insert, but it will still be obvious. I think I'd prefer a topper...

@Rodolfo My LBS has a chart of all of the Wheels Manufacturing hangers, in full scale to compare. The problem is that it's difficult when the poster isn't in 3D - you can't quite tell whether the changes in depth will fit nicely with the dropout. I might just have a punt and get one!

Does anyone here have any advice on which derailleur hanger I should be buying for a KG 171? The Wheels Manufacturing number 49 looks like it might be right, but it's not noted as being suitable for the specific frame:
