No man - I would be pissed too. Maybe it's just me, but i wouldn't expect this to be covered by 'scuffs and scratches'.

It looks like it's the result of someone trying to get steal the bike, so hopefully the'll have been trying to cut the lock rather then the tubing and might not be that deep? It does look lioke it's just the paint, but so hard to tell from here. If so then safe for a beater.
But I'd really expect the seller to have mentioned this - even at a cheap price. Not cool on his part at all. I'd go back to him first...
Might be a good explanation - 'I never noticed' - but I can’t see it... :(

Few summers back I pulled up at the lights on a nice sunny afternoon next to an old guy on a goldwing who had radio four playing very loud (through speakers).
Seemed a pretty laid back way to travel?

Certainly doesn't seem friendly, but thought I might have missed a massive Honda motorcycle with saddle bags at pedal height awareness campaign, like with HGVs, and this was the poster?
Think of all the happy wheel building they’re missing out on... (big people construction toys!)
