It’s the cycling process that’s been missed out of the list. It’s needing bacteria in the sand, filter, surfaces, gravel etc.
Get a testing kit, add a small amount of ammonia or bit of fish food. Test it every few days. When it no longer shows ammonia it’s on the right track, when you can add a few drops of ammonia and it shows clear the following day it’s cycled and ready for a small amount of fish. It can be added to with one or two more a week.

I haven’t bought more snails but there are now snails in my tank.

Looks promising.
I cleaned out the tank when my fish died.
Rinsed the gravel.
Kept the filter (mistake?)
Added water
Added gravel
Added plants
Added sand
Let that settle for at least 2 weeks or more
Added plants (new) and snails last week.
